Disclosed is a system, wherein emulsion fuel is supplied to an engine or a boiler for a ship such that combustion in the engine is brought close to complete combustion by the decrease of flame temperature due to the adding of water or seawater, the micro-explosion of oil drops due to the rapid evaporation of water, the increase of the suction amount of surrounding air due to the increase of spray penetration, or the like. Therefore, discharged nitrogen oxide and exhaust gas first decrease, the nitrogen oxide discharged from the engine or the boiler for a ship is secondly converted to nitrogen while passing through an SCR (Selective Catalytic Reduction) catalyst layer so as to decrease the discharge of air pollutants, and water or seawater is used as alternative fuel which may reduce the discharge of carbon dioxide that is a greenhouse gas.
