The objective of the present invention is to provide: a gas barrier film which has not only excellent gas barrier properties but also excellent transparency; a lighting device; and a display device. A gas barrier film according to the present invention is characterized by being provided, on at least one surface of a base film, with a gas barrier layer that contains at least Si atoms, O atoms and C atoms, and is also characterized in that: the average of the C content in the gas barrier layer as determined by X-ray photoelectron spectroscopy is 15 atm% or less; and the average ratio of the sum of C=O bonds and C=OO bonds relative to the total amount (100%) of C-SiO bonds, C-C bonds, C-O bonds, C=O bonds and C=OO bonds based on waveform analysis of C1s in the depth direction of the thickness of the gas barrier layer is 8% or less. In addition, this gas barrier film is also characterized in that the difference between the maximum extreme value and the minimum extreme value of the ratio of C-C bonds as determined by waveform analysis of C1s in the depth direction of the gas barrier layer is from 15% to 95% (inclusive).
