Abstract:
Appropriate registrations of alliance flow-rates are performed to provide an appropriate use time limiting function. There are included a flow rate determining means (10) that determines flow rates; a flow rate calculating means (11) that calculates, from the determined flow rate values, instantaneous flow rate values; an average flow rate calculating means (12) that calculates, from the determined instantaneous flow rate values, an average flow rate; a flow rate change determining means (13) that determines, from the calculated average flow rate, whether the flow rate has changed; an incremental flow rate registering means (14a) that, when an incremental flow rate change has been determined, registers a flow rate amount by which the flow rate has changed; a decremental flow rate registering means (14b) that, when a decremental flow rate change has been determined, performs a reductive correction of a registered flow rate amount close to an amount by which the flow rate has changed; a registered flow rate summing means (15) that determines a registered flow rate sum; a flow rate difference determining means (16) that calculates, from the average flow rate and the registered summed flow rate, a flow rate difference and that registers the flow rate difference with the flow rate registering means or performs a reductive correction of the flow rate difference again; an abnormal condition determining means (17) that determines, from the registered flow rate and a monitor determination value, whether an abnormal condition has occurred; and a breaking means (19) that breaks the gas supply when the abnormal condition determining means (17) determines that an abnormal condition has occurred.
