This method includes: carrying out refurbishment to reduce the amount of cooling air supplied to a turbine, and to replace at least some components provided in the turbine with components corresponding to the amount of cooling air supplied; and changing setting value calculation functions in accordance with the amount of cooling air supplied and the replaced components, after refurbishment.
