This gateway device (20) is arranged between: an eNB (10) that performs communications in accordance with S1AP; and an MME (30) or an MME (32). The gateway device (20) comprises: a communication unit (21) that terminates an S1AP message transmitted from the eNB (10); a determination unit (22) that determines the terminal type of UE (40) associated with the S1AP message; and a conversion unit (23) that changes a transmission source address set for the S1AP message transmitted from the eNB from an identifier for the eNB (10) to a first identifier for the gateway device (20). The communication unit (21) transmits, to MME (30) or MME (32) as decided in accordance with the terminal type, the S1AP message for which the transmission source address was converted.
