Provided is a gateway device which allows interconnection between a terminal connected to a mobile circuit switching network and a terminal connected to a mobile high speed network to thereby enable a voice call with any combination.  Also provided are a gateway method and a program.  A gateway device (110) for performing voice communication mutually between a mobile high speed network (140) and a mobile circuit switching network (130) via an IMS network (350) receives a packet from the mobile high speed network (140) or the IMS network (350), converts the protocol of the packet when a decision is made that protocol conversion of the packet is necessary, converts the voice compression encoding system when a decision is made that conversion of the voice compression encoding system is necessary, and then outputs the converted packet to the IMS network or the mobile circuit switching network.  The gateway device (110) inputs a circuit switching protocol or a packet from the mobile circuit switching network or the IMS network and converts the protocol, and when a decision is made that conversion of the voice compression encoding system is required, converts the voice compression encoding system and then the packet, and outputs the converted packet to the IMS network or the mobile high speed network.
