A grinding cutter and a food processor. The grinding cutter comprises: a mounting shaft (1), comprising a mounting end and a connecting end; at least one first blade (2), mounted on the mounting shaft (1) and provided with a first cutting edge (22), wherein the thickness of the first blade (2) is H, and 1 mm ≤ H ≤ 5 mm; at least one second blade (3), mounted on the mounting shaft (1), located at a side of the first blade (2) near the mounting end, and provided with a second cutting edge (32); and at least one third blade (4), mounted on the mounting shaft (1), located between the first blade (2) and the second blade (3), and provided with a third cutting edge (42). At least one of the first cutting edge (22), the second cutting edge (32), and the third cutting edge (42) are disposed at a side of the corresponding blade away from the mounting end. At least one of the first cutting edge (22), the second cutting edge (32), and the third cutting edge (42) are disposed on a side of the corresponding blade near the mounting end. By means of the arrangement, the blades on two lower layers are used to chop ingredients, and the second blade on an upper layer is used to crush ice cubes.
