The present invention comprises a hard base member (10X), a ring-shaped water stop member (70), and a retention mechanism (90) that retains these members by a peripheral edge part (501a) of a through hole (502). The base member comprises a flange (30) of which an outer peripheral edge part (30a) is placed opposing the peripheral edge part across a gap, a tubular body (40) which protrudes from an inner peripheral edge part (30b) of the flange and through which a wiring material (We) passes, and a cylindrical body (50) that protrudes from the flange and is inserted into the through hole. The water stop member comprises a ring-shaped hard first water stop member (70A) that covers and surrounds a ring-shaped wall surface (30a1), which is on the side of one hole-axis direction in the outer peripheral edge part, over one round in the peripheral direction, and a ring-shaped soft second water stop member (70B) that comes into firm contact with and surrounds at least an outer peripheral surface (30a3) in the outer peripheral edge part over one round in the peripheral direction, the first water stop member (70A) and the second water stop member (70B) being integrated on the outside in the radial direction. The second water stop member comprises a ring-shaped contact part (73) that is deformed elastically so as to come into firm contact with and surround the peripheral edge part over one round in the peripheral direction.
