To provide a ground signal recognition device that improves the recognition accuracy of the signal indication content of ground signals and enhances safety for railroads, the ground signal recognition device comprises: a train position detection device that detects the position of a train; a ground signal information storage device that stores the location of ground signals along the track on which the train travels and information related to the ground signals; an image-capturing device that captures images of an area in front of the train; and a signal indication recognition device that recognizes the signal indications of the ground signals. The signal indication recognition device recognizes the signal indications of the ground signals present in the train travel direction using the position of the train output by the train position detection device, the location and information of the ground signals output by the ground signal information storage device, the images captured by the image-capturing device, and supplemental information that assists in recognizing the signal indications of the ground signals.
