Provided is a hairdressing agent composition which exhibits excellent operability when hairdressing, can form fine hair bundles, which is excellent in terms of hair bundle smoothing characteristics (arranging ability), causing hair bundles to stand up from the roots and maintaining a hairstyle for a long period of time, and suppresses glossiness following hairdressing. The hairdressing agent composition contains: A, one or more powders selected from the group consisting of silica, talc, titanium oxide and mica; B, polyoxyethylene hardened castor oil including B1 (polyoxyethylene hardened castor oil having an average of 45-65 added moles of EO) and B2 (polyoxyethylene hardened castor oil having an average of 75-125 added moles of EO); C, a polymer obtained using (meth)acrylic acid and/or an alkyl ester of (meth)acrylic acid and a (meth)acrylic acid polyoxyethylene alkyl ether; D, a carboxyvinyl polymer and/or an alkyl-modified carboxyvinyl polymer; and E, water. The content of component A is 0.5-5.0 mass%, the total content of components B1 and B2 is 3.0-25.0 mass%, the content of component C is 0.1-1.5 mass%, the content of component D is 0.05-1.5 mass%, and the [B1/(B1+B2)] mass ratio is 0.1-0.9.
