Disclosed are a hand-held device of an opening and closing type, and an angle adjustment method for a hand-held portion thereof. The hand-held device of an opening and closing type comprises a first component (1) and a second component (2). The first component (1) comprises a first clamping portion (12) and a first handheld portion (11). The second component (2) comprises a second clamping portion (22) and a second handheld portion (21). The first clamping portion (12) and the second clamping portion (22) are movably connected in a rotatable manner via a first pin shaft (3); and the first clamping portion (12) and the second clamping portion (22) open and close relative to each other, and the plane where an opening and closing close path thereof is located is an opening and closing plane. The first handheld portion (11) is rotatably connected to the first clamping portion (12); the plane where a rotational path of the first handheld portion (11) is located is identical or parallel to the opening and closing plane; and the joint of the first handheld portion (11) and the first clamping portion (12) is provided with a locking device (4) for locking or unlocking the first handheld portion (11) and the first clamping portion (12).
