Abstract:
The present invention relates to a method by which a first base station controls a handover of a terminal and which includes the steps of: setting handover parameters determined based on a handover policy; and transmitting a message including the handover parameters to the terminal, wherein the handover parameters include a service parameter, and the service parameter is a parameter used when a handover condition is determined to induce a handover from the first base station to a second base station according to the handover policy.
