An irradiation range determination unit (104) determines whether or not another vehicle other than a vehicle is traveling in a second region adjacent to a first region which is a region irradiated with a headlight. The irradiation range determination unit (104) suppresses irradiation of the first region with the headlight when it is determined that the other vehicle is traveling in the second region.
