The purpose of the present invention is to provide a heat exchanger and a refrigeration cycle device that are capable of reducing the capacity inside a header and suppressing weight, cost, and the amount of refrigerant used in a refrigeration cycle. This heat exchanger comprises a plurality of flat pipes through which refrigerant is caused to flow and a header connected to an end section of each of the plurality of flat pipes. The header comprises: first and second header members; and a third header member that is joined to the first and second header members and, together with the first and second header members, forms header spaces through which the refrigerant flows in to or out from the plurality of flat pipes. The first and second header members comprise a plate-shaped section and at least either the first or second header member has a plurality of cut-out sections in an edge of the plate-shaped section. The first and second header members are joined together with the edges thereof abutting. Each of the plurality of cut-out sections and an end section of each of the plurality of flat pipes are joined.
