Provided are: a heat-shrinkable polyester-based label having a solvent-bonded part which was formed without causing solvent penetration even when the film was thin and which stably has a high peel strength even when the label was produced through a high-speed tubing step; and a package. The label according to a first aspect is a tubular heat-shrinkable polyester-based label formed by superposing both ends of a heat-shrinkable polyester-based film and bonding the ends with solvents, and is characterized in that the solvents contain either 1,3-dioxolane or a mixed solvent comprising 1,3-dioxolane and an organic solvent compatible with 1,3-dioxolane, the solvent-bonded part of the heat-shrinkable polyester-based label has a residual 1,3-dioxolane concentration of 4,000-16,000 ppm, the total amount of one or more non-cyclic compounds selected from the group consisting of isopropyl alcohol, ethyl acetate, butyl acetate, propyl acetate, and methyl ethyl ketone is 1-10 mass% per 100 mass% the solvents remaining in the solvent-bonded part, and the solvent-bonded part has a peel strength of 3 N/15 mm or greater.
