A heat storage system equipped with a heat source (1) for producing heat and discharging said heat into a first heat medium, and a heat storage unit (2) for storing heat. When the temperature of the heat storage unit is at or below a phase transition temperature, the heat storage unit changes to a solid first phase state, and when the temperature of the heat storage unit exceeds the phase transition temperature, the heat storage unit changes to a solid second phase state. The heat storage unit stores or discharges heat by phase-changing between the first phase state and the second phase state. The heat storage system is further configured so as to switch between a heat storage mode for storing the heat from the first heat medium in the heat storage unit, and a heat discharge mode for discharging the heat stored in the heat storage unit to heat transmission targets (1, 7).
