The maximum peak electric power used in a facility can be suppressed. In a control device (100) of a heat storage type air conditioning system (200) in a facility in which a charger (300) for charging electric vehicles is installed, an estimation unit (120) estimates the amount of electricity used for charging electric vehicles. A control unit (140) controls, based on the estimation result by the estimation unit (120), the heat storage and heat discharge of the heat storage type air conditioning system (200). The control unit (140) may also determine the amount of use of energy that is stored by heat in the heat storage type air conditioning system (200), according to the level rank of each time zone of the estimated value of the amount of electricity for charging electric vehicles.
