Provided is a heater having excellent heat uniformity even with a small width in a sweep direction T1. Further provided are a fixing device, an image-forming device, and a heating device provided with such a heater. For this purpose, the present invention provides a heater 1 for heating a heated object by sweeping at least one of the heated object and the heater 1 in a state where the heater 1 is confronted with the heated object, said heater 1 being provided with: a rectangular base member 2; and a plurality of heat generating cells C that are arranged on the base member 2 in the longitudinal direction thereof and that are supplied with power individually. The heat generating cells C each have: a plurality of lateral wiring lines L1 that are substantially parallel to the longitudinal direction of the base member 2; a plurality of inclined wiring lines L3 that are inclined relative to the lateral wiring lines L1, thus taking a zigzag shape as a whole; and first folded sections D1 in which the lateral wiring lines L1 and the inclined wiring lines L3 are folded in such a manner as to form obtuse angles. In the first folded sections D1, the lateral wiring lines L1 and the inclined wiring lines L3 are connected via inversely inclined wiring lines L2 forming acute angles or the right angles relative to the inclined wiring lines L3.
