Abstract:
The present invention has: a heating element (28) that generates heat by electrical conduction; a flat positive electrode plate (25) and a flat negative electrode plate (27) that are placed so as to sandwich the heating element (28) from both sides; and a discharge unit (31) that discharges a surge current, said discharge unit (31) being provided to a non-heating-element region (R2) of a facing section where the positive electrode plate (25) and the negative electrode plate (27) face each other and the non-heating-element region (R2) not being a heating-element region (R1) where the heating element (28) is placed.
