The heating medium heating device of the present invention comprises: a plate-shaped PTC heater (40) obtained by coating both surfaces of a PTC element (40a) with a compressible heat transfer sheet (40c); a first heating medium distribution box (20) that tightly seals a compressive heat transfer sheet (40c) of the PTC heater (40) to the bottom surface of a PTC heater housing recess (28a) formed on a first matching surface (M1) of the PTC heater (40); a second heating medium distribution box (50) that blocks the PTC heater housing recess (28a) by having a flat second matching surface (M2) of the PTC heater (40) be joined in a liquid-tight manner to the first matching surface with a liquid gasket (G) interposed therebetween, and tightly seals the compressive heat transfer sheet (40c) of the PTC heater (40) with the second matching surface (M2); and a barrier part (40e) that stands up from the peripheral edge part (40d) of the PTC heater (40) towards the second matching surface (M2).
