[Problem] To be able to satisfy the demand for reductions in the cost of: heating-medium generation devices that can generate high-quality heat media that allow heat processing of food products and the like; and heat-treatment devices containing such heating-medium generation devices. Also, to reduce energy usage, weight, and the number of steps and amount of time involved in manufacturing such devices. [Solution] This heating-medium generation device comprises the following: a thermally insulating housing (5); a far-infrared heater (11) disposed inside said housing (5); a heat-exchange pipe (13) that has a water inlet (18) and a water outlet (19) and is provided from one end of the housing (5) to the other end thereof such that supplied heating-medium water passes through a space inside said heat-exchange pipe (13); and a first reflective member (23) whereby far-infrared radiation emitted by the far-infrared heater (11) is reflected back to the heat-exchange pipe (13).
