A hermetically sealed cell permitting, when its internal pressure has risen as a consequence of short-circuiting, overcharging, reverse charging or the like, prompt release of the internal pressure and cut-off of the current at the same time to effectively prevent a temperature rise in or explosion of the cell and thereby ensure the safety and reliability of the cell. The cell is characterized in that a gap (3) having a wide part around a valve disc (5) is formed by positioning the center of the valve disc (5) eccentric relative to the center of a metallic substrate (1) so that, when the internal pressure of the cell has risen, the valve disc (5) together with a metallic foil (2) can smoothly rise from the substrate (1) pivoting on a pivoting base (4) to cut off the current without fail by cutting leads (6) or releasing the soldered parts (8) of the leads (6), and that the metallic foil (2) is burst stably and accurately under a prescribed pressure to open a through valve port (7), thereby enabling the gas within the cell tobe released outside and the cell to be prevented from exploding.
