A high-temperature gas-cooled reactor carbon dioxide power generation system and method. The system comprises: a helium-carbon dioxide heat exchanger (1), a turbine (5), and a compressor (3); wherein a first outlet of the helium-carbon dioxide heat exchanger (1) is connected to an inlet of the turbine (5), an outlet of the turbine (5) is connected to an inlet of the compressor (3), and an outlet of the compressor (3) is connected to an inlet of the helium-carbon dioxide heat exchanger (1).
