Disclosed is a hinge apparatus that improves the flatness of sliding surfaces and is capable of continuously generating stable friction torque from initiation by mitigating adverse effects that arise from tapering, curves, burrs, and warping. The hinge apparatus is equipped with at least two friction members that are disposed on a stationary member in shaft supporting positions, which rotatably support a rotating member, and that are connected to both the aforementioned stationary member and rotating member with the sliding surfaces in a mutually contacting state; wherein one friction member rotates in relation to the other friction member while friction torque is generated between the aforementioned sliding surfaces. A plurality of small projections (13) are formed on the sliding surface (12) of at least one friction member (11), wherein the top surfaces (21) of the projections come into contact with the sliding surface of the corresponding friction member.
