A honeycomb-like panel material constructed by integrally bonding a non-expandable flat sheet to a synthetic resin sheet having recesses and projections formed on it, the recesses being densely arranged independent recesses formed in the front surface side of the resin sheet, the projections being independent projections having the inverse shape of the recesses and formed on the back surface side of the resin sheet, the non-expandable flat sheet being bonded to the synthetic resin sheet so as to be in contact with the tops of the independent projections. A synthetic resin packaging container using the honeycomb-like panel material for its waist section is also provided. The honeycomb-like panel material and packaging container are very light in weight, have no problem of paper powder scattering and softening and deformation by moisture absorption that occur in paper cardboard, are capable of being used in the outdoors where they are exposed to rain, a clean room, etc., and are capable of being produced at low cost.
