A hook-and-loop fastener (1) manufacturing method of the present invention includes: a molding step for molding a pre-fastener body (40); and a stretching step for obtaining the hook-and-loop fastener (1) by stretching the pre-fastener body (40) along the machine direction (MD) by using a stretching device (80) which has at least a first heating roller (83), a second heating roller (84), and a stretching roller (85) that heat the pre-fastener body (40), and in which the stretching roller (85) is rotated at a rotation speed faster than that of the second heating roller (84). In the stretching step, a plate base part (10a) of the pre-fastener body (40) is caused to contact the first heating roller (83) to heat the plate base part (10a), engagement elements (20) of the pre-fastener body (40) are caused to contact the second heating roller (84) to heat the engagement elements (20), and the heating temperature of the second heating roller (84) is set lower than the heating temperature of the first heating roller (83). As a result, the hook-and-loop fastener (1) can be manufactured while suppressing or preventing shortening of the engagement elements (20) and thinning of a base part (10).
