Disclosed are a horizontal-level scaffold brace and a scaffold. The horizontal-level scaffold brace comprises a base (1) and a fixing member (2), wherein the base (1) has a first side face (11) connected to a broadside inner shell, and a second side face (12) opposite the first side face (11); the shape of the first side face (11) matches the shape of the broadside inner shell; the fixing member (2) is arranged on the second side face (12), and the fixing member (2) is parallel to a horizontal plane; a support member (3) is arranged below the fixing member (2); a gap is provided between the fixing member (2) and the support member (3); and one end of the support member (3) is connected to the base (1), and the other end thereof extends, towards one side away from the first side face (11), in the lengthwise direction of the fixing member (2). The horizontal-level scaffold brace can reduce the difficulty of installation and improve construction efficiency. The scaffold comprises a scaffold brace and a cross rod (4), wherein the above-mentioned horizontal-level scaffold brace is used as the scaffold brace, and at least one end of the cross rod (4) is inserted into and fitted with the fixing member (2) of the horizontal-level scaffold brace, such that the building efficiency of the scaffold can be increased, and the safety factor of a constructor during construction can be improved.
