Provided is a hot and cold water mixer that can stably control temperature.　A control unit (80) compares a cold water side opening degree (VPc) indicating the degree to which a flow rate regulating valve (4C) opens a cold water supply channel and a hot water side opening degree (VPh) indicating the degree to which a flow rate regulating valve (4H) opens a hot water supply channel, calculates and updates a target flow rate (QC1, QH1) for the flow rate regulating valve (4C, 4H) of the cold water supply channel or the hot water supply channel on a smaller opening degree side among the cold water side opening degree (VPc) and the hot water side opening degree (VPh) on the basis of a flow rate (QC, QH) acquired by a flow rate sensor (5C, 5H) of the cold water supply channel or the hot water supply channel on a larger opening degree side, and controls the flow rate regulating valve (4C, 4H) on the smaller opening degree (VPc, VPh) side with reference to the updated target flow rate (QC1, QH1) for the flow rate regulating valve (4C, 4H) on the smaller opening degree (VPc, VPh) side.
