A hot and cold water mixing valve device comprises a faucet, which can supply hot and cold water simultaneously. The faucet comprises a pair of circular ceramic sealed plates composed of a movable valve plate (7) and a fixed valve plate (8). Two pairs of symmetrical shaped through holes composed of two inlet holes (82, 83) and two outlet holes (81, 84) are provided on the fixed valve plate (8), which is connected to the mixing valve body. A four-way through hole corresponding to the two pairs of through holes is provided in the mixing valve body. Two hot and cold water return flumes (72, 73) are provided on the flat end of the movable valve plate (7), on whose end the movable valve plate (7) is combined with the fixed valve plate (8) tightly. Two flumes (72, 73) have the same shape and a phase difference of 180°. The outside of the movable valve plate (7) is connected to the main shaft of the faucet. When using, under the action of a stop means (5) and a handle (1), the movable valve plate (7) is rotated within the range of 90° to and fro. Thereby the flumes (72, 73) of the movable valve plate (7) are aligned with or deflected from the holes (81, 82, 83, 84) of the fixed valve plate (8). Two hot and cold water supply passages are opened or closed when the flumes (72, 73)are aligned with or deflected from the holes (81, 82, 83, 84).
