A hot end heat exchanging device (400) and a semiconductor refrigerator having hot end heat exchanging device (400). The hot end heat exchanging device (400) comprises a hot end heat exchanging part (410) for limiting a cavity or a pipe used for containing a gas-phase and liquid-phase co-existing refrigeration agent; and a plurality of radiating pipelines (420). Each radiating pipeline (420) comprises a condensation section (421) with closed ends that is upwards folded and extended in a vertical plane, and a connection section (422) that is downwards folded and extended from a start end of the condensation section (421) and is communicated with the cavity or the pipe; and condensation sections (421) of at least some radiating pipelines (420) of the plurality of radiating pipelines (420) are distributed in two mutually perpendicular vertical planes. Because the condensation sections (421) of at least some radiating pipelines (420) are distributed in two mutually perpendicular vertical planes, at least one side wall and the back of a shell can perform heat exchange with the condensation sections (421) of the radiating pipelines (420), so that the radiating efficiency of the hot end heat exchanging device (400) and the energy efficiency of the semiconductor refrigerator are remarkably improved.
