This hot-rolled steel sheet has a specific chemical composition and a metal structure that comprises less than 3.00% by area of residual austenite; and this hot-rolled steel sheet has a tensile strength of 980 MPa or more and an Rcf value of 2.00 or more, the Rcf value indicating the average fracture facet size ratio before and after plastic deformation.
