A hub electric motor and a scooter having same. The hub electric motor comprises: an electric motor body (1), the electric motor body (1) comprising a housing (11), an electric motor shaft (12), and a stator (14) and a rotor (15) arranged in the shell (11), wherein the electric motor shaft (12) is used for driving the rotor (15) to rotate, the electric motor shaft (12) extends out of the shell (11), and the rotor (15) is fixedly connected to the shell (11), so that the shell (11) can pivot relative to the electric motor shaft (12); and a brake assembly (2), the brake assembly (2) comprising a main housing (28), an electromagnet (21), a movable ring (22) and a first friction plate (23), wherein the electromagnet (21) is arranged in the main housing (28); the movable ring (22) is fixed relative to the housing (11) so as to be pivotable relative to the electric motor shaft (12); and the electromagnet (21) has a power-off state and a power-on state, wherein in the power-off state, the first friction plate (23) abuts against the movable ring (22), and, in the power-on state, the first friction plate (23) is separated from the movable ring (22) by means of the magnetic force of the electromagnet (21). The hub electric motor is conducive to powering off a brake, and has a good safety performance.
