A humidifying and cleaning device according to the present invention comprises: a water reservoir having water stored therein; a watering housing disposed within the water reservoir, wherein the watering housing is rotated by the rotational force of a watering motor transmitted thereto from the watering motor, and when being rotated, the watering housing suctions the water in the water reservoir, pumps the suctioned water up, and sprays the pumped water; and a leveler disposed within the water reservoir and protruding toward the inside of the water reservoir, wherein the leveler generates resistance to water rotating in one direction when the watering housing rotates. The leveler according to the present invention can maintain the water within the water reservoir at a uniform level by generating resistance to the water rotating in one direction in the water reservoir.
