Provided is a hydraulic driving device for a cargo handling vehicle. A motoring torque limiting-value setting unit sets, as a motoring torque limiting-value, a minimum rotation speed which was established beforehand. If it was determined by a determination unit that operations of a second operation unit are carried out simultaneously, such operations including a lowering operation of a first operation unit, a rotation speed command-value setting unit sets, as a rotation speed command value, the maximum value of either a lowering necessary-rotation-speed which is based on the operation amount of the first operation unit or a second hydraulic cylinder necessary-rotation-speed which is based on the operation amount of the second operation unit. The motoring torque limiting-value setting unit sets, as the motoring torque limiting-value, the second hydraulic cylinder necessary-rotation-speed which is based on the operation amount of the second operation unit. A control unit controls an electric motor so that the rotation speed thereof becomes a rotation speed which is based on the rotation speed command value, and if the output torque of the electric motor is towards the motoring side, the control unit controls the electric motor so that the rotation speed thereof becomes a rotation speed which is based on the motoring torque limiting-value.
