This hydraulic pump-motor is provided with: a cylinder block that rotates about a rotary shaft; a piston that is disposed in a cylinder bore of the cylinder block; and a valve plate that faces a cylinder port in the cylinder bore. The valve plate (9) comprises: a high-pressure port (30) through which hydraulic oil discharged from the cylinder port (20) is circulated; a low-pressure port (40) through which hydraulic oil to be drawn into the cylinder port is circulated; a first region (50) which is disposed between the high-pressure port and the low-pressure port in the circumferential direction of the rotary shaft, and which includes a top dead center position (51) where the piston having moved to the top dead center is situated so as to face the cylinder port in the cylinder bore; and residual pressure release ports (70) which are provided in the first region so as to be disposed between the top dead center position and the low-pressure port. The residual pressure release ports (70) includes a first residual pressure release port (71) and a second residual pressure release port (72) that is disposed at a position different from the first residual pressure release port in the radial direction of the rotary shaft.
