Disclosed is a novel method for manufacturing a hydro composite through the effective utilization of all of the components contained in iron and steel slag, while reducing the amount of slag waste. This manufacturing method comprises: a mixture manufacturing step, wherein a mixture is manufactured by adding/mixing a solid base to a starting material which contains iron and steel slag; molten chips manufacturing step, wherein the mixture obtained in the mixture manufacturing step is melted at a temperature not less than 100°C and not more than 1000°C, producing molten chips; and a hydro composite production step, wherein the molten chips obtained in the molten chips manufacturing step are added to a solvent to form a solution, and a hydro composite is produced from said solution.
