A hydrogen producing device (100) is provided with a reformer (1), a CO remover (2), a first desulfurizer (3a), a first heater (4), a second heater (5), and a control device (6). The control device starts the operation of either the first heater or the second heater and then stops the operation, and thereafter starts the operation of the other heater.
