Abstract:
Provided are a hydrophilic coating film of which hydrophilicity and anti-fogging properties do not deteriorate even during storage under high-temperature and high-humidity conditions and a hydrophilic-coating-film forming composition with which said film is obtained. The present invention provides a hydrophilic-coating-film forming composition containing a siloxane monomer having a betaine group having a positive charge on a nitrogen atom in a nitrogen-containing heterocyclic structure, such as a compound represented by formula [1], and water or an organic solvent.
