An outer tube (3) of a hydrothermal treatment device body (1) has a cylindrical portion, and the interior of the outer tube (3) is provided with a cylindrical dehydration tube (11) in an upper portion thereof, and a space (3c) capable of storing liquid in a predetermined amount larger than the amount of generation of condensed water in a lower portion thereof. A configuration is provided such that even when liquid such as condensed water (32), separate filtrate (33), or the like is stored in the outer tube (3), the stored liquid is prevented from coming into contact with organic sludge (31) in the dehydration tube (11). After the condensed water (32) stored at the bottom of the outer tube (3) is discharged, the separate filtrate (33) is separated from the organic sludge (31) by performing dehydration treatment and discharged. Alternately, in a subcritical treatment step, subcritical treatment is performed while the condensed water (32) is discharged in such a manner that the condensed water (32) does not come into contact with the organic sludge (31).
