An igniting agent which comprises an Mg-Al alloy or Mg-Al-based alloy as a fuel ingredient, a perchlorate such as potassium perchlorate as an oxidizing agent, and a silicone resin as a resin binder and which is reduced in friction sensitivity and thereby has enhanced handleability in mass production, etc.; an initiator having this igniting agent; a gas generator including this initiator; an airbag device provided with this gas generator; and a sheet belt device. The igniting agent comprises a powder of an Mg-Al alloy and/or Mg-Al-based alloy having a magnesium content of 20-70 wt.% as a fuel ingredient and a perchlorate and potassium nitrate as oxidizing agents. The initiator has this igniting agent packed therein. By replacing part of the perchlorate with potassium nitrate, the igniting agent can be reduced in sensitivity to a mechanical energy, e.g., friction sensitivity, without lowering the ignition performance inherent therein.
