In a backlight unit (illuminating apparatus) (20), a light guide plate (22) is configured by including a light guide body (23) having light emitted from an LED (21) inputted thereto, and a low refractive index layer (24), which is provided on the rear surface of the light guide body (23) without having an air layer therebetween. The light output surface (23b) of the light guide body (23) is provided with a plurality of prisms (23e) that gradually reduce incidence angle of the light with respect to the rear surface of the light guide body (23), said light being transmitted from the LED (21). The rear surface of the light guide plate (22) is provided with a plurality of prisms (24b) that totally reflect, at the interface between the air layer and the rear surface of the light guide plate (22), the light emitted from the LED (21) to the front. The light guide plate (22) is also provided with a tilted surface (30), which is tilted with respect to an optical axis (O) of the light emitted from the LED (21). The tilted surface (30) is configured such that the light inputted to the tilted surface is reflected to the direction to be close to the optical axis (O).
