Abstract:
A coefficient transform unit (111) performs a coefficient transform in each image region, thereby obtaining a transform coefficient in each image region. A brightness distribution extraction unit (121) generates brightness distribution information indicating the brightness of each image region. A correction coefficient determination unit (122) determines, in each image region, a correction coefficient on the basis of the brightness distribution information. A quantization width correction unit (123) corrects, in each image region, a quantization width using the correction coefficient of the image region, thereby obtaining a corrected quantization width in each image region. A scalar quantization unit (112) quantizes, in each image region, the transform coefficient of the image region using the corrected quantization width, thereby obtaining a quantized transform coefficient in each image region. An entropy coding unit (113) performs entropy coding on the quantized transform coefficient in each image region, thereby obtaining a coded transform coefficient in each image region.
