Provided are a device and the like which are capable of suppressing image quality deterioration caused by coding of a moving image. A compression coding means (100) generates inter-coded data (24ter) or intra-coded data (24tra) by compression-coding image data (22) relating to each of pictures composing an input moving image, and outputs the coded data (24ter, 24tra) to a wired or wireless transmission path. When causing the compression coding means (100) to generate the inter-coded data (24ter), a control means (200) sets the code amount smaller than or equal to a maximum code amount given by the value of multiplication of the maximum transmission rate of the transmission path and the allowed time allocated to one picture on the basis of the picture rate of the input moving image. When causing the compression coding means (100) to generate the intra-coded data (24tra), the control means (200) sets the code amount larger than the maximum code amount and smaller than or equal to N times (N is an integer of 2 or more) the maximum code amount.
