Abstract:
 A problem is presented in that a code amount used in defining a layer set increases along with an increase in the number of layers. Another problem is presented in that, in non-patent document 1, the code amount of bit rate information increases because it is impossible to transmit the same bit rate information using a plurality of layer sets. The present invention was designed in consideration of the above problems, the purpose of the present invention being to realize an image decoding device and an image encoding device for reducing the code amount of the layer set and an image decoding device and an image encoding device for reducing the code amount of bit rate information. An image decoding device provided with a layer set decoding means, according to one embodiment of the present invention, wherein the image decoding device is provided with an interlayer dependency information decoding means for decoding interlayer dependency information and a layer set decoding means for decoding a layer set on the basis of the interlayer dependency information.
