Provided is an image display device wherein deterioration of qualities of an observing image can be eliminated by having excellent total imaging performance from a light source to an optical pupil when the light source and the optical pupil are in a conjugated positional relationship.  An HMD provided with the image display device is also provided.  Light outputted from the light source is refracted by a refracting surface of an illuminating optical system after the light passed through a diaphragm, then, after being reflected by a reflecting surface for illumination, the light is refracted again by the refracting surface and is guided to a display element.  Image light outputted from the display element enters a hologram optical element of an eyepiece optical system, and is diffracted and reflected in the hologram optical element, and is guided to the optical pupil.  At this time, by satisfying the predetermined conditional expression, various aberrations generated due to eccentric arrangement of the reflecting surface for illumination and various aberrations generated due to eccentric arrangement of the reflecting surface of the eyepiece can be operated in the directions where the aberrations offset each other, and the various aberrations which cannot be offset when the optical source and the optical pupil are in the conjugated positional relationship can be corrected by means of the refracting surface.
