Abstract:
  A quantization parameter determination unit (102) sets the quantization parameters of a block. An orthogonal transform and quantization unit (108) quantizes the image signal of a block based on quantization parameters, compresses, and codes the image signal. A PCM coding unit (104) codes the uncompressed block image signal. A deblocking filter (111) uses the quantization parameter values set for each of the blocks on both sides of a block boundary to calculate the filtering strength, and applies a filtering process to the blocks on both sides of the block boundary. The deblocking filter (111) outputs the input signal before filtering without any modification as the output signal if the block is a coded uncompressed block.
