Abstract:
If a second block, which is to be used for predicting first palette information of a first block in an image to be encoded, has not been palette-encoded, a generation unit generates second palette information from a decoded image of the second block. A storage unit stores the second palette information. An encoding unit uses the second palette information to prediction-encode the first palette information, thereby generating encoded palette information.
