Abstract:
A candidate list generator selects, from a plurality of encoded blocks adjacent to a block to be encoded, a plurality of blocks individually having one or two items of motion information that include at least motion vector information and reference image information, and generates, from the motion information in the selected blocks, a candidate list including candidates of motion information used for motion-compensated prediction. A first motion information acquisition unit acquires motion information of a first prediction list from a first candidate included in the candidates. A second motion information acquisition unit acquires motion information of a second prediction list from a second candidate included in the candidates. A selected candidate generator combines the motion information of the first prediction list acquired from the first motion information acquisition unit and the motion information of the second prediction list acquired from the second motion information acquisition unit, and generates new candidates of motion information.
