Abstract:
The present invention provides technology for improving encoding efficiency by performing block division that is suitable for image encoding and decoding. An image decoding device is provided with: motion information history memory in which a history of a plurality of pieces of motion information is stored; a predicted motion vector candidate derivation unit for deriving predicted motion vector candidates including a history predicted motion vector candidate from memory in which motion information for a decoded block is held; and a merge candidate derivation unit for deriving merge candidates including a history merge candidate from the memory in which the motion information for the decoded block is held, wherein said image decoding device is characterized in that motion information is stored in the motion information history memory when a predicted motion vector candidate is decoded, and motion information is not stored in the motion information history memory when a merge candidate is decoded.
