Abstract:
Provided is an image encoding method that includes: a selection step (S141) in which a first picture is selected from a plurality of pictures; a first setting step (S142) in which a first temporal motion vector prediction flag indicating whether temporal motion vector prediction is to be used, said temporal motion being associated with the first picture, is set to indicate that temporal motion vector prediction is not to be used, and the first temporal motion vector prediction flag is encoded; a first encoding step (S143) in which the first picture is encoded without using temporal motion vector prediction; and a second encoding step (S144) in which referencing of the motion vector of a picture that comes earlier in the encoding order than the first picture is prohibited when encoding a second picture that comes later in the encoding order than the first picture.
